David Phillips

Vice Provost for Admissions and Financial Aid

David Phillips took office as the inaugural Vice Provost for Admissions and Financial Aid at Johns Hopkins on May 1, 2012. In this role, he is responsible for admissions and financial aid for the Homewood undergraduate population, which comprises the Krieger School of Arts and Sciences and the Whiting School of Engineering. In addition, he has responsibility for university-wide compliance with federal financial aid programs and the processing of financial aid for full-time and part-time graduate students in the Krieger and Whiting schools. 

Vice Provost Phillips is responsible for the strategic direction of the recruitment, admission, and yield of Johns Hopkins incoming classes, the implementation of supportive and competitive financial aid policy, and the administration of $80 million of institutional grants for more than 5,000 Homewood undergraduates.

He has more than 25 years of experience in higher education. He served as Deputy Dean of Admissions at the University of Pennsylvania from 2008 to 2012, where he helped oversee recruitment and selection activities as well as the technology and analysis departments within the Office of Undergraduate Admissions. Previously, he spent 19 years at Columbia University in various roles in financial aid, student affairs, IT, and strategic planning/analysis.

Mr. Phillips received his bachelor of arts in philosophy from Bard College in 1987.
