Mark B. Rotenberg
Vice President and General Counsel

Mark serves as the University’s Chief Legal Officer, providing and directing legal services for the Board of Trustees, President, Provost, Vice Presidents, Vice Provosts, Deans, and all University units.  He also participates in University-wide policy development and decision-making as part of the President’s Senior Planning Group.  Prior to coming to Johns Hopkins, Mark was General Counsel of the University of Minnesota, where he was responsible for the legal affairs of the entire institution, including its four coordinate campuses and the six colleges that comprise the University’s Academic Health Center, as well as all clinical and research matters.  Previously, Mark was a partner at Dorsey & Whitney in Minneapolis, specializing in employment litigation and labor law.  He also served in the Department of Justice’s Office of legal Counsel, which provides legal counsel to the President, the White House staff, and heads of federal executive departments and agencies, and was a law clerk to Judge Patricia M. Wald on the U.S. Court of Appeals, D.C. Circuit.  Mark earned a B.A., magna cum laude, Phi Beta Kappa, from Brandeis University, and J.D., M.Phil. and M.A. degrees from Columbia University where he was an editor of the Columbia Law Review and was twice named a Harlan Fiske Stone Scholar in the Law School.  Mark served as Professor of Practice at the University of Minnesota Law School and was an Adjunct Professor in the University’s College of Liberal Arts.  He also was Visiting Professor at the Hebrew University Law School in Jerusalem.  Mark has argued and won cases in the U.S. Supreme Court, U.S. Courts of Appeals, the Minnesota Supreme Court, and other forums.  He is a member of the American Law Institute, and serves in leadership roles for numerous political, educational, and other non-profit organizations.
