Deputy General Counsel

Derek Savage is the Interim General Counsel for the University. He has been in the Vice President and General Counsel's Office since 1985, and has provided legal advice in all areas of University activity. He focuses much of his work on research, technology transfer, conflict of interest, and medical practice issues. The research work includes all issues related to sponsored projects agreements (including clinical trials agreements), human subjects and animal research issues, effort reporting and other compliance issues related to research. He reviews technology transfer agreements, material transfer agreements, and becomes involved in disputes related to these agreements. He advises on conflict of interest issues across the University, involving both faculty and staff. Derek also works with the Clinical Practice Association on agreements involving providing our physician services at other hospitals or medical centers, issues with insurance companies, and issues related to billing compliance. He becomes involved in many government investigations concerning a wide variety of regulatory issues.

In addition, Derek works with the Provost's office in reviewing international collaboration and affiliation agreements from all the divisions, as well as issues related to international travel by students, faculty and staff.

Derek is involved with a variety of other units in the University as set forth in the webpage listing of legal assignments.

Prior to coming to Johns Hopkins University, he was an Assistant Attorney General and represented the University of Maryland and other state colleges in the Maryland Office of the Attorney General. Prior to that, he was in private practice, primarily defending doctors and hospitals in medical malpractice cases. Derek received his B.A. from Princeton University and his J.D. from Georgetown University Law Center.
