Thomas S. Lewis

Vice President, Johns Hopkins Government & Community Affairs                                                                                                                                                                                        

Tom Lewis is the Vice President of Government and Community Affairs. Prior to becoming VP, Lewis was Director of State Affairs, a position he held for five years after serving for over 17 years in Maryland state government.

Lewis spent 11 years as the Chief of Staff to two successive Speakers of the House of Delegates of Maryland and worked on such legislative issues as economic development and environmental packages, Medicaid reform, the Thornton K-12 education reform, the establishment of a state historic tax credit program, and several health care and health insurance reform initiatives. After an initial four year stint with the Maryland legislature as counsel to the House Environmental Matters Committee working on such issues as the landmark legislation creating the Chesapeake Bay Critical Areas law and a variety of health regulatory issues, Lewis left the legislative staff in 1987 to serve two years in the Peace Corps in Cameroon, West Africa.

After returning to the U.S., Lewis completed a Masters degree in International Management, later returning to Maryland to serve as counsel to the House Economic Matters Committee, with a focus on health insurance and economic development. He served in that capacity until transferring to the Speaker’' Office in 1994.

Lewis is a 1978 graduate of the University of Maryland, College Park, with a B.S. in Zoology, he earned a J.D. degree from the University of Maryland, Baltimore in 1982 and a Masters degree in International Management from the American Graduate School of International Management in 1991. He is a member of the bar (inactive) in Maryland and D.C.


Jeanne D. Hitchcock, Esq., is Special Advisor to the Vice President for Local Government, Community and Corporate Affairs. Jeanne has been a practicing attorney, small business owner, and has served in executive management positions in the private, corporate and nonprofit sectors.  Prior to joining Hopkins, she held two cabinet level posts as Chief Legislative Officer and Secretary of Appointments in the administration of Maryland’s Governor Martin O’Malley.  She previously served as Deputy Mayor of Baltimore City, where she was responsible for intergovernmental relations with the State of Maryland, the federal government and other nationally affiliated government organizations.

Jeanne served for eight years as an assistant attorney general in the office of the Maryland Attorney General, including four years in the litigation division. For eight years she was national director of urban market development in the Dallas-based corporate office of The Southland Corporation, owner and operator of the world-wide network of 7-Eleven stores. Her experience also includes a tenure as chief operating officer with the national office of the NAACP in Baltimore, Maryland, and as managing partner in her own law firm in Baltimore – Fugett and Hitchcock. She received a bachelor’s degree from Morgan State College and a J.D. from the University of Maryland School of Law.

Sharon Tiebert-Maddox is the Director of Strategic Operations.  Prior to joining GCA in 2006, Sharon's experience at Johns Hopkins included finance and administration management of federally funded research projects. Prior to coming to Johns Hopkins, Sharon enjoyed a music performance career which included orchestral and chamber music, studio recording and global touring. She received bachelor’s and master’s degrees in music performance from the Peabody Conservatory of the Johns Hopkins University and an M.B.A. from the Carey Business School.

Pamela Crunkleton joined GCA in 2009 as an Executive Assistant to the Vice President. Prior to joining Johns Hopkins, Pam worked as an Executive Assistant for over 15 years. She earned a Bachelor of Arts Degree in Business Administration from St. Leo University. Pam also received an Associate of Arts Degree in Business Management from Community College of Allegheny County.


Lynette Floyd is Administrative Supervisor for Government and Community Affairs and has been with Johns Hopkins Institutions for more than 20 years. She works closely with the Director of Finance and Administration, and assists with administrative management of the day to day operational functions of the office. Prior to joining GCA, Lynette was a Government Relations Associate for the office of Government Relations at the Johns Hopkins Health System. She attended the College of Notre Dame working towards a degree in business administration.

William Wang joined GCA as Associate Director of Strategic Operations in 2011. He has been with Johns Hopkins since 1992. Prior to joining GCA, he worked in research, writing, and editing capacities at the Johns Hopkins School of Medicine and the Institute of Genetic Medicine. He graduated with a bachelor’s degree from the Johns Hopkins University and an M.B.A. in finance from the Carey Business School.

Sherry Fluke

Sherry Fluke joined GCA in 2013 as Financial Manager for the department. Prior to joining Johns Hopkins, Sherry was co-owner of a telecommunications business handling all financial, operations, human resources and marketing functions for the company.  Previous to that, she was the Regional Director of Financial and Information Systems for Vanguard Cellular Systems/AT&T for 15 years. Sherry has her M.B.A. from the Pennsylvania State University.  She completed her B.B.A. with a concentration in computer applications from Penn State and attended the University of Maryland, College Park.


Robin Fairley is an Administrative Secretary for Government and Community Affairs. Prior to coming to GCA she held administrative positions in the Dean’s Office and External Affairs at the Bloomberg School of Public Health. She also worked at The Johns Hopkins Hospital in the Oncology Medical Records Department, where she received certificates for Medical Terminology and ICD-9 Medical Coding.


Sudanah Gray joined GCA in 2016 as a Budget Analyst working closely with the Financial Manager.  Prior to joining Johns Hopkins, Sudanah spent 17 years as a Revenue Analyst and Supervisor of Accounts Receivables at Discovery Communications Inc.  Sudanah graduated with a Bachelor of Arts Degree in Business Administration as well as a Bachelors of Science in Communications at Howard University.
