From the southern end of the Jones Falls Expressway [Interstate 83] continue straight through the light southbound onto President Street.
Continue on President Street past the light at Eastern Ave. At the next light, most traffic sweeps left onto Fleet Street. Make this left turn onto Fleet.
Continue on Fleet Street to Caroline Street. Take a right on Caroline Street.
Continue on Caroline Street across Aliceanna and Lancaster streets. After Lancaster, there are two paid parking garages on the left hand side. The first is called the Caroline Street garage. The second (which is closest to Bond Street Wharf) is a PMI garage. The entrance to this second garage is a little difficult to spot, because the garage is wrapped by condominiums and does not particularly look like a garage. The entrance is very close to the end of Caroline Street. There are PMI banners on the light poles on the right side of the road, pointing to the garage entrance on the left.
When you park in the PMI garage, take your entrance ticket with you. You must pay [either at a machine or at the cashier] before you return to your car.
When you exit the garage through the elevator lobby, you will see a large building across Thames Street at the corner of Thames and Bond. You will know it is Bond Street Wharf because it has the words "Bond Street Wharf" painted on the side in huge white letters.
Another option is to park on Caroline Street, Thames Street or elsewhere on the street in the Fell's Point area. Much of the parking in Fell's Point is regulated by the city's new credit card meters. The parking fee is $1/hour, for a maximum of four hours. Look for the meter (it won't necessarily be next to your parking space), pay (either by credit card or cash) and place the printed receipt on the dashboard of your car. The entrance to the building is on the west side (the side facing towards the Inner Harbor).
Check in with the guard in the lobby. Once you sign in and tell the guard your destination, he or she will activate an elevator to allow you to access the fifth floor.
Government, Community and Public Affairs is in Suite 540. Follow the signs.
